May 23, 2019 Opinion or Order Filing 2 ORDER: Petitioner, Robert Parker, represented by counsel, submitted a Petition Under 28 U.S.C. 2254 for Writ of Habeas Corpus by a Person in State Custody. (Pet. #1 .) Petitioner indicates that he was convicted in Coweta County. (Id. at 2.) The policy of the federal district courts in Georgia is that 2254 petitions be adjudicated in the judicial district and division in which the state judgment being challenged was entered.
