ORDER - Plaintiff must submit an amended complaint because he failed to (1) write legibly, and (2) follow the instructions to state the facts of his case briefly. (See id. at 3.) In addition, plaintiff neither paid the $350.00 filing fee and $50.00 administrative fee nor submitted a request for leave to proceed in forma pauperis (IFP). If plaintiff wishes to proceed with this action, he is ORDERED, within THIRTY (30) DAYS from the date of this Order, to (1) complete and return the form 1983 complaint, and (2) either (a) pay the total filing and administrative fees of $400.00, or (b) complete and return the IFP affidavit, with all required information, signatures, certifications, and attachments.
