Filing 8 EO: On November 2, 2018, Plaintiff filed #7 a Motion for Permission for Electronic Case Filing. Local Rule 100.2.2 provides that "[a]ny person appearing pro se may not utilize electronic filing without leave of court, which decision rests in the discretion of the assigned district or magistrate judge." Local Rule 100.2.2.1. The Court DENIES the Motion without prejudice for the following reasons. First, under Local Rule 100.4.1, only attorneys are eligible to request a login and password as a CM/ECF user. See Local Rule 100.4.1 ("An attorney who is a member of the bar of this court or who is otherwise permitted to practice before this court under LR83.1 may request a login and password as a CM/ECF user."). Second, even assuming Plaintiff were eligible, he has not submitted the requisite registration form. See Local Rule 100.4.2. Third, Plaintiff has not indicated that he attended a court sponsored training for electronic filing, nor completed any computer based training modules. See Local Rule 100.4.3. Plaintiff he must comply with all applicable Local Rules regarding electronic filing before submitting another request. Although the Court recognizes that Plaintiff is proceeding pro se, he is nevertheless expected to comply with all applicable rules and statutes, including but not limited to the requirements imposed on others granted access to CM/ECF.
