FINDINGS AND RECOMMENDATION TO DISMISS COMPLAINT AND DENY APPLICATION TO PROCEED IN DISTRICT COURT WITHOUT PREPAYING FEES OR COSTS re #1 , #5 - Signed by MAGISTRATE JUDGE ROM TRADER on 1/31/2022. Based on the foregoing, the Court RECOMMENDS that the district court DISMISS the Complaint without prejudice and DENY the Application as moot.
