INITIAL REVIEW ORDER denying 4 Motion for Leave to Proceed in forma pauperis. Plaintiff shall have 30 days after entry of this Order to file a request for preanswer mediation or a notice of voluntary dismissal. If Plaintiff prefers to proceed wit h litigation, he must accomplish service of process on Defendants Valdez and CCA within 120 days after entry of this Order, and Plaintiff must pay the filing fee of $350 no later than 150 days after entry of this Order.
