The Clerk assigned the petition here because this court ruled on a petition for habeas corpus that Mr. Boyce filed in 2011. See Boyce v. Hardy, No. 11 C 1972, 2013 WL 5951578 (N.D. Ill. Nov. 7, 2013). His new petition is, thus, a "second or successive" petition, which this court will not consider unless and until the Court of Appeals grants Mr. Boyce leave to file it. To the extent that Mr. Boyce is challenging the conditions of his confinement, he should seek relief pursuant to 42 U.S.C. 1983 after exhausting the administrative grievance procedure and paying the filing fee (or submitting an application for leave to proceed in forma pauperis).
