Plaintiff's letter #8 indicates that he will not pay the filing fee and asks the court to "transfer" his case to the Illinois Court of Claims. This case is summarily dismissed for failure to pay the filing fee. This dismissal is without prejudice to Plaintiff filing his suit in the Illinois Court of Claims, subject of course to any applicable defenses. The status hearing set for 6/10/2019 #7 is stricken.
