Filing 4 ORDER: The Court grants Plaintiff's application to proceed in forma pauperis #3 and orders the trust fund officer at Plaintiff's place of incarceration to immediately deduct $16.90 from Plaintiff's account for payment to the Clerk as an initial partial payment of the filing fee and to continue making monthly deductions in accordance with this order. The Court directs the Clerk to electronically send a copy of this order to the Supervisor of the Inmate Trust Fund Accounts at the Cook County Jail and to the Court's Fiscal Department. (60% of Plaintiff's income, when it meets statutory minimums, must be devoted toward his filing fees). The Court dismisses Plaintiff's complaint for failure to state a claim. If Plaintiff wants to proceed with this lawsuit, he must submit an amended complaint that states a federal claim against proper defendants. Failure to submit an amended complaint by August 11, 2023 will result in dismissal of this lawsuit for failure to state a claim. Plaintiff also is advised that he must promptly submit a change-of-address notification if he is transferred to another facility or released. If Plaintiff fails to keep the Court informed of his address, this action will be subject to dismissal for failure to comply with a Court order and for failure to prosecute.
