| Filing 4 MINUTE entry before the Honorable Manish S. Shah: The court received a complaint without payment of the filing fee or an application to proceed in forma pauperis. The complaint alleges misconduct by personnel associated with Wisconsin municipalities and the federal government (also in Wisconsin, and perhaps Michigan, Utah, and Washington). The complaint invokes doctrines of homicide, war crimes, Section 1983, Bivens, defamation, and medical malpractice (among others). There is no apparent basis for a lawsuit in federal court in Illinois. Plaintiff previously filed lawsuits against many of the same entities in the U.S. District Court for the Western District of Wisconsin, and his cases were dismissed with judgment entered in favor of defendants. Zloza v. Seibert, No. 23-CV-190-WMC, 2023 WL 4886600, at *2 (W.D. Wis. Aug. 1, 2023). It appears that plaintiff is a restricted filer in the Western District of Wisconsin and this court concludes that he is attempting to evade that restriction by filing claims that have already been deemed frivolous. That court sua sponte dismissed the complaint as frivolous. Plaintiff is warned that he is subject to sanctions in this court if he again attempts to evade the sanctions order in the Western District of Wisconsin or otherwise persists in filing frivolous claims in this federal court.
