Filing 3 ORDER: Pretrial detainee Jordan Parker initiated this lawsuit without paying the filing fee or applying for leave to proceed in forma pauperis. If he wants to proceed further, he must do one of two things: (1) prepay the $405.00 filing fee or (2) apply to proceed in forma pauperis using the enclosed form. An application to proceed in forma pauperis must be accompanied by a certified account statement showing all transactions in his custodial account or accounts from January 2, 2024, to July 2, 2024. If he was incarcerated at more than one facility during that time, he must obtain an account statement from each facility. Plaintiff also must disclose the amount of money he received from any source for the past twelve months, not just the six-month period reflected on his account statement. Alternatively, he may pay the $405.00 filing fee by submitting a check or money order payable to the Clerk of Court, United States District Court, 219 South Dearborn Street, Chicago, Illinois 60604, attn: Cashier's Desk, 20th Floor. Plaintiff's payment must clearly identify his name and the case number assigned to this case. Failure to comply with this order by August 16, 2024, will result in dismissal of this lawsuit. Plaintiff should be aware that he must pay the filing fee even if the case is summarily dismissed. See 28 U.S.C. 1915(b)(1). Thus, he must either pay the full filing fee upfront or pay the filing fee over time in installments consisting of 20% of his monthly income (including money sent by family and friends) until the filing fee is paid in full. If he is allowed to pay in installments, the collections from his account will follow him even if he is transferred to another facility. Waiver of the fee is not an option. The Court defers review of Plaintiff's complaint under 28 U.S.C. 1915A until after Plaintiff's fee status has been resolved. The Clerk of Court is directed to send Plaintiff a blank application to proceed in forma pauperis along with a copy of this order.
