Filing 13 ORDER : Attorney Poplawski's motion to withdraw as counsel due to conflict #11 is granted in light of the potential conflict of interest; she is to be reinstated on the wheel of assignments. The motion hearing date of July 9, 2019 is vacated. The Court recruits attorney Kevin T. Van Wart of Kirkland & Ellis LLP, 300 North LaSalle Street, Chicago, Illinois, to represent Plaintiff in accordance with counsel's trial bar obligations under N.D. Ill. Local Rules 83.11(g) and 83.37. Recruited counsel falls within the class of users listed in the Electronic Public Access fee schedule adopted by the Judicial Conference of the United States, therefore, counsel shall be exempt from the payment of fees for access via PACER to the electronic case files maintained in this court for the above-captioned case only. Counsel is directed to open a separate PACER account for use in this case only. Fees are exempt for this case and the previously identified cases filed in this court by this plaintiff only; counsel shall not be exempt from the payment of fees incurred in connection with other uses of the PACER system in this court. This exemption is valid immediately and for the duration of counsel's participation in this matter. This exemption may be revoked at the discretion of the Court at any time. Counsel shall contact the PACER Service Center at 1-800-676 6856 or via the link below to create a new PACER account and to make any necessary arrangements for the waiver. Filing 10 ORDER: The Court grants Plaintiff's application to proceed in forma pauperis #4 and orders the trust fund officer at Plaintiff's place of incarceration to deduct $16.27 from Plaintiff's account for payment to the Clerk of Court as an initial partial payment of the filing fee and to continue making monthly deductions in accordance with this order. The Court directs the Clerk to send a copy of this order to the supervisor of the inmate trust account office at the facility where Plaintiff is presently being held. Summonses, however, shall not issue. The Court grants Plaintiff's motion for attorney representation #5 and recruits attorney Carol A. Poplawski, Ogletree, Deakins, Nash, Smoak & Stewart, P.C., 155 N. Wacker Drive, Suite 4300, Chicago, IL 60606, 312-558-1244, carol.poplawski@odnss.com to represent Plaintiff in accordance with counsel's trial bar obligations under the District Court's Local Rules 83.11(h) and 83.37. By July 8, 2019, counsel shall enter an appearance for Plaintiff. By August 12, 2019, counsel shall file an amended complaint if counsel can appropriately do so consistent with her Rule 11 obligations.
