Filing 6 ORDER: The court dismisses plaintiff's complaint #1 without prejudice for failure to state a claim. Plaintiff must submit an amended complaint that states a federal claim against proper defendants. Failure to submit an amended complaint by June 28, 2023, will result in dismissal of this lawsuit for failure to state a claim. Plaintiff also must promptly update his address if it changes while this case is open. If he does not keep the court informed of his address, this lawsuit will be subject to dismissal with no further notice. The court denies plaintiff's motion for attorney representation #4 because he did not establish that he is financially eligible for court-recruited counsel. See [ 5 (Apr. 14, 2023 Order (denying Plaintiff's in forma pauperis application))]; see also Brown v. United States, 737 F. App'x 777, 781 (7th Cir. 2018) ("[T]he discretion to recruit counsel [in civil litigation] is reserved for indigent defendants[.]").
