Filing 11 ORDER: Pursuant to Administrative Order 257, this case has been selected for reassignment to a Magistrate Judge. Within 21 days of this Order, any party not previously having filed a Notice and Consent to Proceed before a Magistrate Judge Jurisdiction form in this case must file the attached form indicating that party's consent to proceed before a Magistrate Judge or an affirmative declination to consent. Filing 10 ORDER: Taplin has not paid the full filing fee of $400.00, which was due by November 1, 2019. Prior to filing this action, Taplin filed more than three lawsuits as a prisoner that were dismissed as being frivolous, malicious, or meritless. See Taplin v. Cook County, et al., Case No. 16 C 8988, Doc. 7 (N.D. Ill.)(Tharp. J.). As a result, Taplin cannot proceed in forma pauperis unless he faces imminent danger of serious physical injury. See 28 U.S.C. 1915(g). The Court previously found that the allegations in his Complaint do not establish that Taplin is under imminent danger of serious physical injury and denied his motion to proceed in forma pauperis. (Doc. 8). Taplin filed an Amended Complaint making the same allegations. (Doc. 9). Again, Taplin's allegations do not suggest that he is in imminent danger of serious physical harm. Accordingly, Taplin must pay the full filing fee of $400.00 to proceed in this action. The Court will grant Taplin an extension to December 5, 2019 to prepay his full $400.00 filing fee for this action. Filing 8 ORDER: This matter does not survive 28 U.S.C. 1915A review, and the Complaint is DISMISSED without prejudice for violation of Federal Rules of Civil Procedure 8, 18, and 20 and failure to state a claim upon which relief can be granted. Plaintiff's Motion for Leave to Proceed in forma pauperis (Doc. 2) is DENIED. Plaintiff shall pay the full filing fee of $400.00 for this action within fourteen (14) days of the date of entry of this Order. If Plaintiff fails to comply with this Order in the time allotted by the Court, this case will be dismissed. Plaintiff's motion for preliminary injunction and temporary restraining order (Doc. 3) and his request for preliminary injunctive relief in his Complaint are DENIED. Plaintiff's Motion for Recruitment of Counsel (Doc. 4) is DENIED. Defendants Brian W. Carroll, Marcos Reyes, David Rolecki, Amy Campanelli, and Darrell F. Oman are DISMISSED with prejudice and the Clerk of Court is DIRECTED to TERMINATE them as parties in the Court's Case Management/Electronic Case Filing system. Plaintiff is GRANTED leave to file a First Amended Complaint on or before November 22, 2019. Should Plaintiff fail to file his First Amended Complaint within the allotted time or consistent with the instructions set forth in the Order, the entire case shall be dismissed with prejudice for failure to comply with a court order and/or for failure to prosecute his claims.
