Filing 7 ORDER: Currently, Plaintiff is litigating the civil case No. 22-cv-01163-JPG in this District, the Southern District of Illinois. He also was criminally convicted in this District in case No. 20-cr-30101-NJR, which is now on appeal. On September 6, 2023, Plaintiff attempted to move for a change of venue in both cases by filing motions for change of venue in the Central District of Illinois. These motions were opened as a new case in the Central District and transferred here. According to the Federal Rules of Civil Procedure, a civil action is commenced upon the filing of a complaint with the court. Fed. R. Civ. P. 3. Neither of Plaintiff's two motions for change of venue are a proper complaint, and therefore, they are not sufficient to commence a civil action for relief.
