ORDER: Currently, Plaintiff is litigating the civil case No. 22-cv-01163-JPG in this District, the Southern District of Illinois. He also was criminally convicted in this District in case No. 20-cr-30101-NJR, which is now on appeal. On September 6, 2023, Plaintiff attempted to move for a change of venue in both cases by filing motions for change of venue in the Central District of Illinois. These motions were opened as a new case in the Central District and transferred here. According to the Federal Rules of Civil Procedure, a civil action is commenced upon the filing of a complaint with the court. Fed. R. Civ. P. 3. Neither of Plaintiff's two motions for change of venue are a proper complaint, and therefore, they are not sufficient to commence a civil action for relief. The Clerk is DIRECTED to STRIKE the motions to change venue and to administratively close this case. No filing fee is assessed for this action. Signed by Judge Stephen P. McGlynn on 10/12/2023.
