Norington has failed to demonstrate by a preponderance of the evidence that any violation of her federally secured rights occurred based on the incident alleged in his complaint. Bas ed on the facts and law set forth in this Entry, therefore, Officer Poland is entitled to prevail. This ruling resolves all claims against all parties in this action.
