This cause is before the Court on a motion filed by the United States entitled Renewed and Supplemental Motion to Dismiss or for Summary Judgment (dkt. 56), which the Court has treated as a motion for summary judgment, and two related Motions to Strike (dkt. nos. 74 and 75). For the reasons discussed herein, the Court GRANTS the USA's Motion for Summary Judgment and DENIES the Plaintiffs' motions to strike.
