It will not address the merits of Citizens' motion to dismiss, so the denial of that portion of Citizens' motion is without prejudice to a merits disposition in Michigan. The Clerk is directed to TRANSFER this action to the Eastern District of Michigan. Any previously ordered dates and deadlines are VACATED and any pending motions are DENIED AS MOOT.
