Filing 17 REPORT AND RECOMMENDATION - Plaintiff Terry Williams ("Williams") requests judicial review of the final decision of the Commissioner of the Social Security Administration ("Commissioner") denying his application for Suppleme ntal Security Income ("SSI") under Title XVI of the Social Security Act ("the Act"). See 42 U.S.C. §§ 416(i), 1382c(a)(3). The Magistrate Judge recommends that the Court REVERSE the decision of the Commissioner and R EMAND the matter for further proceedings. The Court should find that substantial evidence does not support the ALJ's determination that Williams is not disabled.
