ENTRY - The plaintiff's motion to proceed in forma pauperis [dkt. 2 ] is granted. The plaintiff's motion for the appointment of counsel [dkt. 3 ] is denied as moot. There is no basis on which to invoke the limited jurisdiction of thi s federal Court. Mr. Billings' remedy, if any, might be in a state court in Johnson County.
