Filing 13 ORDER - DENYING PETITION FOR A WRIT OF HABEAS CORUPUS. The Indiana Court of Appeals reasonably applied Strickland in holding that appellate counsel was not ineffective for failing to raise losing issues on appeal. Furthermore, all of these issues were decided by the Indiana Court of Appeals on state law grounds which are not reviewable by this Court. He is therefore not entitled to habeas relief and his petition is denied. Mr. Harman's Petition for Writ of Habeas Corpus pursuant to 28 U.S.C. § 2254 (Dkt. 2 ) is DENIED and a certificate of appealability shall not issue.
