ORDER - granting #2 Motion for Leave to Proceed in forma pauperis, Dismissing Complaint, and Directing Further Proceedings. The assessment of even an initial partial filing fee is waived because the plaintiff has no assets and no means by which to pay a partial filing fee. 28 U.S.C. 1915(b) (4). Accordingly, no initial partial filing fee is due at this time. Vernon asserts that she is suing for a violation of federal law, but she has not identified a federal law on which her claims are based. Further, she does not claim "diversity of citizenship." The Court makes no decision regarding whether Vernon's claims have merit, only that they cannot be heard in this Court. Vernon shall have through December 3, 2018, in which to show cause why Judgment dismissing this case for lack of jurisdiction should not issue. (See Order.)
