ORDER GRANTING MOTION TO LEAVE TO PROCEED IN FORMA PAUPERS, SCREENING COMPLAINT, AND DIRECTING ISSUANCE OF SERVICE OF PROCESS - Mr. Marsh's February 13, 2019, motion for leave to proceed in forma pauperis dkt. #2 , is granted. The assessment of even an initial partial filing fee is waived because Mr. Marsh has no assets and no means by which to pay a partial filing fee. Mr. Marsh's complaint shall proceed on his Eighth Amendment claim. The clerk is directed pursuant to Federal Rule of Civil Procedure 4(c)(3) to issue process to defendants Michael Breen, Joshua Shavers, Brandon Richie, and Amber King in the manner specified by Rule 4(d).
