| Filing 8 Entry Granting Leave to Proceed In Forma Pauperis and Screening Complaint - The plaintiff's motion to proceed in forma pauperis, dkt. #2 , is granted to the extent that the plaintiff is assessed an initial partial filing fee of Three Dollars and Eighty-One Cents ($3.81). See 28 U.S.C. 1915(b)(1). The plaintiff shall have through April 2, 2019, in which to pay this sum to the clerk of the district court. Although the plaintiff is excused from pre-paying the full filing fee, he is still must pay the three hundred and fifty ($350.00) filing fee pursuant to the statutory formula set forth in 28 U.S.C. 1915(b)(2) when able. The Court has screened the complaint. It shall proceed as presented. The clerk is directed to endorse the proposed summons attached to the complaint. The plaintiff, who is represented by counsel, shall complete service on the defendant consistent with Rule 4(m) of the Federal Rules of Civil Procedure.
