Filing 6 ENTRY - SCREENING COMPLAINT, DISMISSING INSUFFICIENT CLAIMS, AND DIRECTING SERVICE OF PROCESS. The claims that Officer Rooks was deliberately indifferent 1) to the plaintiff's health and safety by failing to assist him out of the van when he was shackled and the bumper was wet, and 2) to the plaintiff's serious medical needs by not providing him pain medication in a timely manner, in violation of the Eighth Amendment, shall proceed. These are the claims the Court discerns in the complaint. If the plaintiff believes that additional claims were alleged in the complaint but not identified by the Court, he shall have through September 30, 2019, in which to identify those claims. The clerk is directed pursuant to Fed. R. Civ. P. 4(c) (3) to issue process to defendant Officer Rooks in the manner specified by Rule 4(d). Process shall consist of the complaint filed on July 29, 2019 (docket #1 ), applicable forms (Notice of Lawsuit and Request for Waiver of Service of Summons and Waiver of Service of Summons), and this Entry. Filing 5 ENTRY - The plaintiff's motion to proceed in forma pauperis, dkt. #2 , is granted. The assessment of even an initial partial filing fee is waived because the plaintiff has no assets and no means by which to pay a partial filing fee. 28 U.S.C. 1915(b)(4). Accordingly, no initial partial filing fee is due at this time. Notwithstanding the foregoing ruling, "[a]ll [28 U.S.C.] 1915 has ever done is excuse pre-payment of the docket fees; a litigant remains liable for them, and for other costs, although poverty may make collection impossible." Abdul-Wadood v. Nathan, 91 F.3d 1023, 1025 (7th Cir. 1996). The Court will screen the complaint in accordance with 28 U.S.C. 1915A in a separate, future Entry.
