ORDER - Plaintiff Charisse Miller filed a Complaint and a Motion to Proceed In Forma Pauperis in this matter on August 23, 2019. [Filing No. 1; Filing No. 2.] On August 29, 2019, the Court entered an Order granting Ms. Miller's Motion to Proceed In Forma Pauperis, screening her Complaint pursuant to 28 U.S.C. 1915(e)(2), and dismissing her Complaint without prejudice. [Filing No. 4.] The Court gave Ms. Miller until September 27, 2019 to file an amended complaint addressing the issues outlined in its August 29, 2019 Order. [Filing No. 4 at 3.] The Court mailed a copy of its August 29, 2019 Order to Ms. Miller at the address she had provided (3930 Franklin Rd., Indianapolis, IN 46226), but the Court's mailings were twice returned as undeliverable. [Filing No. 5; Filing No. 7.] On September 16, 2019, Ms. Miller filed a Notice of Change of Address, in which she provided a new address of Horizon House, 1033 E. Washington St., Indianapolis, IN 46202. [Filing No. 6.] Accordingly, the Court DIRECTS the Clerk to re-send the August 29, 2019 Order, [Filing No. 4], to Ms. Miller at her updated address. The Court also ORDERS that Ms. Miller shall have until October 18, 2019 to file an amended complaint which addresses the issues set forth in the Court's August 29, 2019 Order. Finally, the Court reminds Ms. Miller that she must advise the Court of any changes to her address in a timely fashion. ORDER - Pro se Plaintiff Charisse Miller has filed a Complaint without prepaying the filing fee. This Order addresses Ms. Miller's Motion to Proceed In Forma Pauperis, [Filing No. 2], screens her Complaint, [Filing No. 1], and directs further proceedings. The Court GRANTS Ms. Miller's Motion for Leave to Proceed In Forma Pauperis #2 and DISMISSES WITHOUT PREJUDICE Ms. Miller's Complaint for failure to properly invoke this Court's jurisdiction and for failure to allege any discernable claim. The Court ORDERS that Ms. Miller may, if supported by a reasonable factual and legal basis, file an amended complaint on or before September 27, 2019 that addresses the issues outlined above. The failure to file an amended complaint by that date will result in dismissal of this action for lack of jurisdiction. Should the amended complaint properly invoke this Court's jurisdiction, it will then be subject to screening for legal sufficiency. (See Order). Copy to Charisse Miller via U.S. mail.
