Filing 20 Entry Dismissing Action and Directing Entry of Final Judgment - Plaintiff Lakesha L. Norington, an Indiana prisoner, filed a civil action in the United States District Court for the Western District of Pennsylvania on August 28, 2018. That action was dismissed for failure to pay the full filing fee as directed. Ms. Norington appealed and on August 16, 2019, the Third Circuit issued a Mandate in case number 18-3555, remanding the action to the Western District of Pennsylvania and directing that district court to transfer this action to the Southern District of Indiana. As a result, this action was opened on August 12, 2019. This action is now summarily dismissed because Ms. Norington cannot pursue her claims in this Court because she is a "restricted filer" in this jurisdiction because she has a history of "bombard[ing] the courts with frivolous submissions. The Seventh Circuit's docket shows that Ms. Norington's fine remains unpaid. Consequently, she remains prohibited from filing papers in this Court and will be unable to prosecute this action. As the Court has previously held, this restriction requires dismissal of the action. This action is dismissed without prejudice. Judgment consistent with this Entry shall now issue.
