Filing 7 Entry - Federal law requires the Court to dismiss a case proceeding without prepayment of fees at any time if the court determines that... the action... fails to state a claim on which relief may be granted[.] 28 U.S.C. 1915(e)(2). The Court previously determined that Plaintiff failed to state any federal-law claim upon which relief may be granted and directed Plaintiff to file an amended complaint correcting the deficiencies, if possible, within thirty days. Specifically, the Court determined that Plaintiff failed to state a claim for deprivation of his constitutional rights under 42 U.S.C. 1983 because he did not allege that the defendants, Wheeler Mission and its employees, acted under color of state law. The time allotted for Plaintiff to file his amended complaint has passed, and Plain-tiff has filed a document which the Court construes as an amended complaint. (ECF No. 6.) That document contains no allegations tending to show that Wheeler Mission or its employees acted under color of state law. Plaintiffs federal-law claims are therefore dismissed on the merits with prejudice. Plaintiff also alleges state-law claims for defamation. Because federal courts should generally relinquish supple-mental jurisdiction over pendant state-law claims when all federal claims are dismissed, see Kennedy v. Schoenberg, Fisher & Newman, Ltd., 140 F.3d 716, 727 (7th Cir. 1998), Plaintiffs state-law claims are dismissed for lack of jurisdiction, without prejudice to refiling in an appropriate state court.
