Order Concerning Filing Fee, Screening and Dismissing Complaint, Denying Motion for Lien, and Allowing Plaintiff to Show Cause - The complaint has been dismissed for failure to state a claim upon which relief can be granted. 28 U.S.C. 1915A. Any state law claims contained in the complaint are dismissed without prejudice. Before dismissing this action and entering final judgment, the Court will allow Mr. Carr through September 1, 2020, in which to show cause why the complaint should not have been dismissed and instead allowed to proceed, or to file an amended complaint curing the deficiencies identified in this Order. If an amended complaint is filed, it must contain this action's case number 1:20-cv-02003-JMS-MPG and bear the title "Amended Complaint" on its front page. The clerk is directed to send Mr. Carr a blank complaint form for his use in the event he elects to file an amended complaint. Mr. Carr shall pay the $400 filing fee to the clerk of the district court or seek leave to proceed in forma pauperis no later than September 1, 2020. The complaint has been dismissed for failure to state a claim upon which relief can be granted. Mr. Carr shall have through September 1, 2020, in which to show cause why the complaint should not have been dismissed or to file an amended complaint that cures the deficiencies identified in this Order.
