Filing 11 ORDER - DENYING #10 REQUEST FOR RESTRAINING ORDER AS PREMATURE. Preliminary relief is not yet available to Mr. Maul because "[a]n injunction, like any 'enforcement action,' may be entered only against a litigant, that is, a party that has been served and is under the jurisdiction of the district court." At present, there is no viable Complaint pending before the Court. Mr. Maul must file an Amended Complaint by no later than November 6, 2020. Dkt. #9 . The Court must screen Mr. Maul's Amended Complaint before the defendants will be served in this action. Once these actions have occurred, and if the defendants are served, Mr. Maul may renew his motion for a restraining order at that time.
