Filing 4 ORDER granting #2 Motion for Leave to Proceed in forma pauperis. While in forma pauperis status allows the plaintiff to proceed without pre-payment of the filing fee, the plaintiff remains liable for the full fee. The filing fee for in forma pauperis litigants is $350. Accordingly, the Clerk is des-ignated pursuant to Rule 4(c)(3) to issue process to defendants Circuit Court 3 of Delaware County, Michael Quirk, and Carl Barber in the manner specified by Rule 4.
