Order Granting Motion for Leave to Proceed in Forma Pauperis, Directing Payment of Initial Partial Filing Fee, Screening and Dismissing Complaint,and Directing Plaintiff to Show Cause - The complaint has been dismissed for failure to state a claim upon which relief can be granted. The motion for leave to proceed in forma pauperis, dkt. #2 , is granted. Mr. Burgess shall have through November 27, 2020, in which to pay the initial partial filing fee of $10.40 to the clerk of the district court, and to file an amended complaint as instructed in Section V. The clerk is directed to send Mr. Burgess a blank civil rights complaint form with his copy of the Order. Mr. Burgess is notified that if he does not pay the initial partial filing fee and file an amended complaint no later than November 27, 2020, this action will be dismissed and final judgment entered without further notice.
