ORDER - Plaintiff's Motion to Proceed In Forma Pauperis Dkt. #2 is granted to the extent that Plaintiff is assessed an initial partial filing fee of Eighteen Dollars and Fourteen Cents ($18.14). See 28 U.S.C. 1915(b)(1). Plaintiff shall have forty (40) days from the entry of this Order in which to pay this sum to the clerk of the district court. However, Plaintiff's complaint is dismissed for the reasons set forth above. This dismissal is without prejudice, meaning that Plaintiff may file a new complaint that complies with the rulings in this Order. If Plaintiff chooses to file an amended complaint, it must be filed within forty days (40) from the date of this Order. Plaintiff's Motion to Appoint Counsel Dkt. #3 is denied without prejudice.
