Plaintiff appears to allege that he is entitled to receive stimulus payments pursuant to an injunction issued in a class action in the Northern District of California, Scholl v. Mnuchin, No. 4:20-cv-5309-PJH. The judge in that case retains jurisdiction over that matter for purposes of enforcing its injunction. (Dkt. 184). Accordingly, this case is TRANSFERRED to the United States District Court for the Northern District of California. See 28 U.S.C. 1406(a). The filing fee has not been paid, and Plaintiff's motion for leave to proceed in forma pauperis shall not be resolved prior to transfer.
