October 17, 2022 Opinion or Order Filing 5 ORDER DISMISSING ACTION - Plaintiff's Complaint is DISMISSED WITH PREJUDICE. Plaintiff is reminded that frivolous serial litigation is not welcome in this Court. "Federal courts have both the inherent power and constitutional obligation to protect their jurisdiction from conduct which impairs their ability to carry out Article III functions." This Court has the authority to restrict Plaintiff's ability to file actions and to assess fines against him for abusive litigation.
