Order Granting Motion to Proceed In Forma Pauperis, Screening Complaint, and Directing Further Action - Mr. Payne's motion to proceed in forma pauperis, dkt. #2 , is granted to the extent that he is assessed an initial partial filing fee of Seventy-Nine Dollars and Thirty-Nine Cents ($79.39). He shall have through November 16, 2023, in which to pay this sum to the clerk of the district court. His complaint has been screened, and his claims shall proceed as set forth in Section II.
