Entry Dismissing Complaint and Directing Further Proceedings - The plaintiff's motion to proceed in forma pauperis 2 is denied as presented. The plaintiff shall have through August 11, 2016, in which to either pay the $400.00 filing fee for this action or demonstrate that he lacks the financial ability to do so. The complaint is dismissed for failure to state a claim upon which relief can be granted. However, dismissal of the complaint will not lead to a dismissal of this action at this time.
