ENTRY: The plaintiff's request to proceed in forma pauperis [dkt. 2] is granted. The plaintiff is assessed an initial partial filing fee of $4.00 (Four Dollars). He shall have through December 28, 2016, to pay this sum to the clerk. Based on this screening, the complaint must be dismissed. The dismissal of the complaint will not in yet lead to the dismissal of the action.
