Filing 69 Entry Granting Defendants' Motion to Dismiss and Directing Entry of Final Judgment - The Court holds that the special factors analysis dictates against expanding a Bivens remedy to Mr. Harris' First Amendment interference with mail claim and Fifth Amendment due process claims for damages. The defendants' motion to dismiss, Dkt. No. 60 , is granted. The action is dismissed with prejudice. Judgment consistent with this Entry shall now issue. (See Entry.)
