Pursuant to 28 U.S.C. 1915(b)(1)(A), an initial partial filing fee of twenty-four dollars and four cents ($24.04) is assessed and shall be paid to the clerk of the district court no later than November 27, 2018. Notwithstanding the partial payment, plaintiff owes the entire $350 filing fee. Mr. Messel shall have through November 27, 2018, in which to show cause why this action should not be dismissed and final judgment entered because his claims are barred by the applicable statute of limitations.
