Filing 3 ORDER DIRECTING PAYMENT OF FILING FEE AND FILING OF A COMPLAINT - The plaintiff shall have through May 10, 2019, in which to either pay the $400.00 filing fee for this action or demonstrate that he lacks the financial ability to do so. Rule 3 of the Federal Rules of Civil Procedure states: "A civil action is commenced by filing a complaint with the court." Mr. Rankins's Affidavit is not a complaint. He therefore must file one before this case can proceed. He will have through May 10, 2019, to file amended complaint. The clerk is directed to include a copy of the prisoner civil rights complaint form along with the plaintiff's copy of this Entry. If the plaintiff files an amended complaint, it will be screened pursuant to 28 U.S.C. 1915A(b). If no amended complaint is filed, this action will be dismissed for failure to file a complaint without further notice or opportunity to show cause. (See Order.) Copy to Plaintiff via U.S. Mail.
