Filing 9 ENTRY SCREENING COMPLAINT, DISMISSING INSUFFICIENT CLAIM, AND DIRECTING SERVICE OF PROCESS - If the plaintiff believes that additional claims were alleged in the complaint but not identified by the Court, he shall have through October 17, 2019, in which to identify those claims. The clerk is directed pursuant to Fed. R. Civ. P. 4(c)(3) to issue process to defendants Kelly Inda, Rayn Harr Kulynyca, Dr. Mary Sims, and Dr. Birsch in the manner specified by Rule 4(d). Filing 7 ENTRY - #5 Motion for Leave to Proceed in forma pauperis is GRANTED. The assessment of even an initial partial filing fee is waived because the plaintiff has no assets and no means by which to pay a partial filing fee. 28 U.S.C. 1915(b)(4). Accordingly, no initial partial filing fee is due at this time. Notwithstanding the foregoing ruling, "[a]ll [28 U.S.C.] 1915 has ever done is excuse pre-payment of the docket fees; a litigant remains liable for them, and for other costs, although poverty may make collection impossible." Abdul-Wadood v. Nathan, 91 F.3d 1023, 1025 (7th Cir. 1996). The Court will screen the complaint in accordance with 28 U.S.C. 1915A in a separate, future Entry (see entry). Lesza, 181 F.3d 857, 859 (7th Cir. 1999), that, because he has accumulated three strikes and is now being informed that 28 U.S.C. 1915(g) applies to him, if he files another action without prepayment of the entire filing fee and seeks to proceed in forma pauperis, those circumstances will require the immediate termination of any such new action. Mr. Sims shall have through September 16, 2019, in which to either pay the $400.00 filing fee for this action or demonstrate that the narrow exception to the barrier created by 1915(g)- where a prisoner alleges that he "is under imminent danger of serious physical injury" - applies to the allegations in his complaint.
