A petitioner may pursue habeas relief through the savings clause only by making "a compelling showing that, as a practical matter, it would be impossible to use section 2255 to cure a fundamental problem. Review under the savings clause is available only if "there was something 'structurally inadequate or ineffective about section 2255 as a vehicle'" for the petitioner's arguments. Mr. Mejia-Quintanilla will have through June 29, 2023, to show cause why his petition should not be dismissed pursuant to Rule 4.
