January 10, 2013 Opinion or Order Filing 46 ORDER GRANTING SUMMARY JUDGMENT - For the reasons detailed herein, Matthews is entitled to qualified immunity on the constitutional claim against him under 1983. 31 Motion for Summary Judgment is therefore GRANTED.
