Filing 6 ENTRY GRANTING MOTION FOR LEAVE TO PROCEED IN FORMA PAUPERIS, DISMISSING COMPLAINT, AND DIRECTING FURTHER PROCEEDINGS - #2 Motion for Leave to Proceed in forma pauperis is GRANTED. However, the assessment of even an initial partial filing fee is waived because the plaintiff has no assets and no means by which to pay a partial filing fee. 28 U.S.C. 1915(b)(4). Accordingly, no initial partial filing fee is due at this time. The complaint is therefore DISMISSED for failure to state a claim upon which relief may be granted. Mr. Williams shall have through February 11, 2019, to show cause why the Court should not enter final judgment consistent with this Entry. If Mr. Williams believes he cannot be lawfully detained in Illinois, he may only challenge his confinement there by petitioning for a writ of habeas corpus pursuant to 28 U.S.C. 2241 or 28 U.S.C. 2254 in the district court for the place of his confinement.
