MEMORANDUM OPINION & ORDER: (1) Tyler's motion to proceed ifp DE #2 is GRANTED. (a) within 28 days Tyler must pay $51.90 to the Clerk of the Court as initial partial filing fee (b) The Clerk of Court shall open an account in Tyler's name for receipt of filing fee.
