ORDER: 1. The next step in this litigation is for Vernon to serve the defendants with a summons and copy of the complaint within 90 days after the date he filed his complaint, in accordance with Rule 4 of the Federal Rules of Civil Procedure. 2. Pursuant to 28 U.S.C. 636(b), this matter is REFERRED to a United States Magistrate Judge (Magistrate Judge Edward B. Atkins) for further proceedings, including but not limited to ensuring that the plaintiff has complied with Rule 4; preparing proposed findings of fact and recommendations on any future dispositive motions; and overseeing the discovery process if the litigation proceeds to that point. 3. The Clerk of the Court shall assign this matter to a United States Magistrate Judge and notify the Court when 90 days has passed and when the parties file any submissions in this case.
