MEMORANDUM OPINION & ORDER: (1) To extent that Plaintiff Bell's Complaint may be construed as asserting a tort claim against USA under the FTCA, for violations of his constitutional rights, such claim is DISMISSED, without prejudice, for lack o f subject matter jurisdiction at this time. (2) w/in 30 days, Bell is directed to provide the Court with all documentation relating to his Bivens claims verifying that he has exhausted his administrative remedies. (3) Bell must advise the Clerk' s Office of any change in his current mailing address. Failure to do so may result in dismissal of this case.
