ORDER: (1) DENYING Sheppard's #8 Motion to Deduct Filing Fee from Trust Account; (2) GRANTING Sheppard's #11 #12 Motions to Supplement the Record; the material submitted w/motions shall be considered part of Sheppard's habeas petition; (3) clerk shall send a copy of Sheppard's #10 Petition, #11 #12 Motions to supplement & this order by certified mail to Francisco Quintana, Atty Gen of USA & US Atty; (4) Respondent shall file a response to Sheppard's petition w/in 30 days; (5) Sheppard may file a reply w/in 14 days after Respondent files his response; the petition shall stand submitted for review at that time; (6) Sheppard must keep the clerk informed of his current mailing address; failure to notify clerk of address change may result in a dismissal of this case; (7) Sheppard must send a copy of every doc he files w/court to respondent or respondent's atty; the original doc he files w/court must include a statement certifying that he has done so & the date; any doc filed w/out certification may be disregarded by the court; (8) Sheppard must only communicate w/court through notices or motions filed w/court; court will disregard correspondence sent directly to Judge's chambers. ORDER: The Clerk is DIRECTED to send Sheppard a Form Petition for Writ of Habeas Corpus Under 28 U.S.C. 2241 [EDKy 521]; 2. Sheppard must complete the form petition, include all information and attach all documents he wishes to include as exhibits, and file the petition with the Court within 30 days. 3. If Sheppard fails to comply with the terms of this order within 30 days, his petition may be dismissed for failure to prosecute; and 4.
