ORDER: 1. Robertson's #2 Motion for Leave to Proceed in forma pauperis is GRANTED and payment of filing fee is WAIVED. 2. Clerk shall send copy of petition and this Order certified mail to both (a) Respondent Quintana, and (b) US Attorney for EDKY. 3. Within 60 days from entry of Order, Respondent shall file Response. 4. Robertson shall send copy of every document he files with Court to Respondent or his attorney. Each original document filed with Court must include statement certifying he has done so and date mailed. Court will disregard any document filed without required certification. 5.
