September 6, 2019 Opinion or Order Filing 6 MEMORANDUM OPINION & ORDER: Anthony Coleman is a federal inmate who was previously confined at the United States Penitentiary ("USP")- McCreary in Pine Knot, Kentucky. Proceeding without an attorney, Coleman has filed a civil rights complaint pursuant to the doctrine announced in Bivens v. Six Unknown Named Agents of Fed. Bureau of Narcotics, 403 U.S. 388 (1971). [R. #1 .] The Court granted Coleman's motion to proceed in forma pauperis [see R. #5 ] and now conducts an initial screening of the complaint pursuant to 28 U.S.C. 1915(e)(2). See Hill v. Lappin, 630 F.3d 468, 47071 (6th Cir. 2010). Accordingly, the Court hereby ORDERS as follows: 1. Coleman's complaint [R. #1 ] is DISMISSED; 2. Judgment will be entered contemporaneously herewith; and3. This matter is STRICKEN from the Court's active docket. Signed by Judge Gregory F. September 3, 2019 Opinion or Order Filing 5 ORDER re #2 APPLICATION to Proceed in forma pauperis by Anthony Laquesa Coleman, pro se.: 1. Plaintiff Coleman's motion to proceed in forma pauperis [R. #2 ] is GRANTED. Section 1915(b)(1) requires an inmate to pay the $350.00 filing fee for a civil action as set forth below: 2. Because of the lack of available assets in Coleman's account, payment of an initial partial filing fee is DEFERRED; 3. The Clerk of the Court shall open an account in Colemans name. The Clerk shall complete a Notice of Payment Form (Form EDKY 525) containing: (1) Colemans name, (2) his inmate registration number, and (3)this case number. The Clerk shall serve a copy of this Order and the Notice of Payment Form upon the warden of the institution in which Coleman is currently confined; 4. Each month Coleman's custodian shall send the Clerk of the Court a payment in an amount equal to twenty percent (20%) of Coleman's income for the preceding month out of his inmate trust fund account, but only if the amount in the account exceeds $10.00. The custodian shall continue such monthly payments until the entire $350.00 filing fee is paid. 28 U.S.C. 1915(b)(2); 5. Coleman must immediately advise the Clerk's Office of any change to his current mailing address. Failure to do so may result in dismissal of this case; and 6. This matter stands submitted for initial screening pursuant to 28 U.S.C. 1915(e)(2), 1915A. Signed by Judge Gregory F.
